RioFilme, the official film and television entity for the city of Rio de Janeiro, is set to inject a substantial R$100 million (approximately $20 million USD) into the local and international audiovisual industries. This significant funding initiative, announced by RioFilme President Leonardo Edde, targets a wide spectrum of activities, including production, development, distribution, and international co-productions for both film and television projects. The announcement will be a highlight of RioMarket, the business arm of the Rio International Film Festival, underscoring the city's commitment to fostering a vibrant creative economy and solidifying its status as a global production hub.

A New Era for Rio's Audiovisual Landscape: Unveiling a Comprehensive Incentive Package

On October 1st, during the opening day of RioMarket, RioFilme will officially launch its most ambitious incentive program to date. This R$100 million package represents a strategic investment designed to stimulate various facets of the film and television sectors within Rio de Janeiro and beyond.

Targeted Support: Diverse Funding Streams for Production and Development

The extensive incentive package is structured into six distinct categories. A substantial portion, $10.4 million, is allocated to support a minimum of 20 feature fiction and animation film productions. Additionally, $2 million will be dedicated to funding at least three live-action fiction and animated series. Documentary filmmaking will also receive a boost, with $2.4 million set aside for a minimum of 12 theatrical, television, or streaming documentary projects. Furthering creative endeavors, $1 million in development funding will be available for 20 cinema, TV, and streaming projects, while $1.2 million will facilitate the distribution of at least 12 feature films.

Fostering Global Collaboration: A Landmark Investment in International Co-productions

A key innovation in this year's program is the introduction of a $3 million fund specifically for at least four international co-production projects involving fiction and animated feature films. This new initiative is a cornerstone of Rio's strategy to become a leading global center for film and television production. While the initial five funding categories prioritize Rio-based companies as lead producers, the co-production fund also welcomes projects where local companies hold a minority stake, broadening the scope for international partnerships.

Rio's Ascent as a Production Powerhouse: Streamlined Processes and Growing International Presence

Rio de Janeiro has actively worked to enhance its appeal as a production destination. Through a streamlined film commission and attractive incentives, the city has emerged as one of the most frequently filmed locations worldwide, surpassing major cinematic hubs like Paris and Mexico City in terms of shooting days. This concerted effort has yielded impressive results: in the first half of 2026, Rio hosted 40 international productions, marking a significant increase from 28 during the same period last year.

Accessing the Funds: Application Process and Timelines for Creators

Companies interested in these incentives can begin submitting their applications starting October 2nd. RioFilme plans to complete its rigorous selection process during the fourth quarter of the current year, with the allocated funds expected to be disbursed at the beginning of 2027.

Strategic Partnerships: Collaboration with Ancine for Decentralized Funding

The substantial $20 million incentive package is made possible through a collaborative agreement between RioFilme and the National Cinema Agency (Ancine), which is responsible for managing the Fundo Setorial do Audiovisual (FSA). This marks the second instance of such cooperation between RioFilme and Ancine, aiming to decentralize the allocation of FSA funds. Notably, last year's $20 million call for proposals did not include the dedicated line for international co-productions, highlighting the evolving nature of Rio's strategic priorities.

Empowering Local Decision-Making: The Benefits of Regional Resource Management

Leonardo Edde emphasized the critical importance of this regional arrangement, stating that it effectively decentralizes decision-making regarding investment strategies. He believes that local territories possess a deeper understanding of their unique strengths and potential compared to federal government bodies. Edde strongly advocates for this mechanism, asserting that it fosters a broader distribution of responsibilities and empowers local entities to effectively deploy resources, ultimately benefiting the regional audiovisual sector.

Fulfilling Commitments: RioFilme's Contribution to the Partnership

As part of its agreement with Ancine, RioFilme is obligated to provide a counterpart contribution equivalent to one-third of Ancine's total investment. This commitment has already been met, with RioFilme having successfully implemented two incentive programs earlier this year, collectively totaling $6.6 million, thus fulfilling its financial obligations within the partnership.
